THE REAL COSTS OF APPR

Concerned Hamburger received the following letter (purple) from a Hamburg School Teacher who is afraid to use a name.  This person makes good sense.



Dear Hamburg Teachers:  

WHY WOULD YOU VOTE YES ON APPR WHEN THE ONLY REASON FOR DOING SO IS TO GAIN $450,000?  (ACCORDING TO JANURY 7, 2013 BUFFALO NEWS)

IN A STUDY BY SUNY NEW PALTZ SCHOOL OF EDUCATION,  THE IMPLEMENTATION AND EXECUTION OF THE APPR PLAN WILL COST DISTRICTS EXCEEDINGLY MORE THAN WHAT WILL BE COMING IN.  
HAMBURG TEACHERS: $450,000 WILL NOT COVER THE BILL OF THE APPR PLAN.

SO, WHAT WOULD THOSE UNINTENDED CONSEQUENCES BE OF A YES VOTE BY A TEACHER:


  1. A VOTE OF YES WILL CAUSE AN INCREASE IN THE AMOUNT OF THE TOTAL SCHOOL BUDGET ALLOCATED TO HIGH PRICED ADMINISTRATORS TO EFFECTUATE THE APPR AGREEMENT. THOSE EVALUATORS HAVE TO GET PAID.
  2. A VOTE OF YES IS TANTAMOUNT TO A VOTE ON CUTTING  MORE TEACHERS AND STAFF FROM AREAS LIKE: MUSIC, ART, BUSINESS, COUNSELING AND OTHER "SPECIALS" THAT ENRICH THE LEARNING OF OUR YOUTH.
  3. A VOTE  OF YES WILL WHITTLE AWAY AT TEACHER TENURE.
  4. A VOTE OF YES WILL CAUSE THE DISTRICT TO CONTINUE TO CUT PROGRAMS AND STAFF.
  5. A VOTE OF YES WILL CAUSE THE DISTRICT TO GO TO THE COMMUNITY AND ASK THEM TO FOOT THE BILL FOR APPR, AND LIKELY REQUIRE THEM TO GO ABOUT THE TAX CAP.
  6. A VOTE OF YES WILL CAUSE THE TAX STRAPPED HAMBURG TAXPAYER TO BLAME THEIR TAX BILL ON, "THOSE GREEDY TEACHERS".
  7. A VOTE OF YES WILL SURELY GIVE THE SUPERINTENDENT A FOOTING TO TELL THE CHIEFTRESS NEGOTIATOR THERE IS NO MONEY, AND TEACHERS NEED TO TAKE A PAY FREEZE~ AGAIN.
  8. A VOTE OF YES WILL GIVE THE SUPERINTENDENT A PASS AND HE WILL DODGE THE PROVERBIAL BULLET HEADING HIS WAY.
  9. A VOTE OF YES WILL DISCOURAGE UNION ACTIVITY IN FEAR OF RETALIATION BY THE ANTI-LABOR STEPHEN ACHRAMOVITCH

A SIMPLE COST-BENEFIT ANALYSIS OF APPR TELLS A DISTURBING STORY OF UNINTENDED CONSEQUENCES.  

TEACHERS HEED THE ADMONITION: 
BE CAREFUL WHAT YOU WISH FOR, YOU MIGHT GET IT.

 HAMBURG TEACHERS A VOTE OF YES IS A VOTE TO CONTINUE THE DIVERSION OF FUNDS OUT OF THE CLASSROOM AND INTO THE POCKETS OF ADMINISTRATORS, TESTING COMPANIES AND OTHER HIGH PAID CONSULTANTS AND LAWYERS. 

VOTE NO 
ON APPR, AND SEND A MESSAGE RICOCHETING ACROSS NEW YORK STATE THAT HAMBURG SCHOOL TEACHERS WILL NOT PAY A PART IN THE EROSION AND DEMISE OF PUBLIC EDUCATION.

The law requires teachers to have the APPR process. It isn't something the administrators thought up.

What truly demonstrates the incompetence and keystone cop-like atmosphere of the New York State Ed Dept is the outrageous fact that NYSED advertised for temps to work on reviewing these so called evaluation plans and neither Mr. King the Commissioner, his second lieutenant Katie Campos nor third in line Mr. White possess the requisite 5 years teaching and a master's degree that the temps were asked to have in order to work on review of these documents. Campos has never taught and has no graduate degrees, nor any educational training. She is a friend of Sam Hoyt though so I guess that makes up for all of her other shortcomings. King has only taught three years and 2 of them were in charters and number three, well nobody seems exactly sure how much experience he has but sources lean towards 2 years of teaching and the rest writing pro charter school policy.
The true aim of these "evaluations" their overly heavy emphasis on standardized testing and the junk science Value Added Measurements are simply to facilitate the termination of tenured teachers as a way to degrade teacher unions and soften up the ground for more corporate privatization of public schools. The Governor needs this as the moneyed parties who stand to make even more billions on testing materials and privatization of public schools are also going to be expected to cough up big when he makes his run for the White House in 2016. Look hard and long at all of this and tell me with a straight face any of it is for "the children." It's a complete joke except it's not funny and it will hurt all but the kids of the wealthy and the ones pushing it whose kids all attend private schools anyway.

WHERE IS NYSUT? THE BIG FAT CATS SUCKING UP THEIR BIG SALARIES, AND SENDING THEIR KIDS TO PRIVATE SCHOOLS ARE SELLING THE TEACHERS OUT. ISNT THE WESTERN NY DIREcTOR OF NYSUT SENDING HIS KIDS TO PRIVATE SCHOOL. LOOK INTO IT.

anon 8:16..the law doesnt require the teachers to pass it. word has it that achramo has his administrators fanning out and bullying the teachers to pass appr. funny, one teacher recorded the administrator begging her to vote yes. can you say against the law????

Who would be willing to serve in any Union capacity with appr? You would be nuts to do so, this is as good as it gets for Union Busting. If I were a Union official I would vote no for myself and all teachers. It is for sure the END OF TENURE and UNIONS. Not willing to place my career in anyones hands but my own. Appr isn't good for us here in Hamburg.

Admistration should want this appr proposal to be defeated. It is going to cost all districts in NYS far more money than what the state is giving our school district to implement. Data shows that this is a fiscal challenge. Implemenation of all these plans oosts money lots of it. In fact over the next 4 years the local costs of race to the top will greatly exceed the funding local districts will receive from the state for this program.

700 state public schools will share 87 million $ per year divide by 23 million students in nys public schools equates to $38 per student per year. (ex. new rochell receive $11.79 per student, compared to ardsly .74 cents student. We as taxpayers cannot afford appr. Do your math, not a good for the small amount state is offering

Keep in mind, every time the Supt. wants something from the HTA or any staff he is as sweet as pie. Once he gets what he wants he starts referring to us in vulgar terms.

He is the sly fox leading us into his trap, if he gets appr he will eat us all up one by one.

I want everyone to remember what he is doing and what he has done. He is vindictive and yes we know Joan & Steve do have a hit list. Same people and top step teachers. They cannot wait to get started. Notice they never get back with you unless they need you.

Bflo News Comments, you are very smart. Thank you for explaining so clearly, exactly what is happening in education today in New York. Additionally, the aim of the "not so qualified" in the state education department is to make themselves and their so called jobs seem relevant in order to keep themselves employed. It is a smokescreen and unfortunately most of the public doesn't see that the state education department is wholly unnecessary, performs no needed function, is expensive and counterproductive to sound educational practices for our children.

Unfortunately APPR is the law in New York State. No, the teachers do NOT have to pass it...but we still must comply by the Student Learning Objective portion and our next contract MUST have APPR as part of it. We negotiate a new contract for 2013-2014...so it will come, one way or another. If teachers vote it down, there will have to be one eventually...maybe it will put pressure on administration to make it a little more favorable. NYSED decides, however, whether an APPR plan is acceptable or not. So we HAVE to have one (at least by the 2013-2014 contract) and it must contain the language the state requires. Sounds like we are boxed into a corner whether we vote yes OR no right now.

This appr is going to cost us our specials (business, art, music, health) if we pass appr. We will lose everrything that is special here. Music, art, business, health is going to be gutted. We cannot afford appr, Achramovitch is the final say in any discipliary process regarding appr. He is the hatched man with Joan & Steve systematic elimination list.

Teachers who think they are going to get back pay for what we gave up to save jobs one half of our step pay, will never recover that money, besides we were suckers, we believed Steve that our not taking a full step pay would prevent layoffs. STEVE LIED AGAIN AND OUR colleagues were pink slipped. He lied and took our money and laid off our teachers anyway. Shove APPR up Steve A. ass, he cannot be trusted.

In an effort to raise test scores, districts are reducing instruction in the arts, music, and other non-tested resources, such as social workers, or counselors. The system is being eviscerated to raise test scores.

To anony. 8:24pm, agree,the language for the appeals process is all against the teachers. It awards Supt. Steve Achramovitch with power over our jobs. He has demonstrated that he is not to be trusted. We need to hold out until the appeals process is fair' right now it is stacked against all teachers. Everyone needs to read this important proposal. When you get to the appeals process at the end, you will be shocked at how the deck is stacked against us. Union will not be able to assist us if we pass this. Union being neutered" The Supt. will make the final determination of the appeal within 10 school days upon receipt of recommendation from the panel" Panel 2 Pres HTA appointment, Achramovitch appoints two administrators, Achramo breaks the tie, unless he orders the Armor chicks to go against one of their members. We are screwed with this appeals process for sure. We need to see a shrink for all this supt will put us through. We cannot afford to put this much power in Achramovitch's hand. Vote no and let Steve scramble, and put language that is FAIR to our appeal piece. It is so one sided for the Supt we could never get a fair shake with him.. Achramo wants you he'll get you. Change this language. I hope this vote goes down to save many of our jobs.

Read the appeals process this pm. I am shocked.

Not what I expected. Every teacher in this district should vote no on this proposal, appeals process not fair to teachers. No teacher in the district stands a prayer with the appeals process as it stands. Just that piece alone, I will be voting no. It needs to be changed drastically, something fair perhaps would work for a lot of us teachers. Shame on our HTA leadership for thinking that the appeals process is ok

How can any of this be any good for our students? Money from our classrooms into evaluation and testing. Larger classes, loss of non essential important programs, and a dishonest appeals process. The word is out

Achramo the hit man, we are giving him an arsenal of tools to finish us teachers off. Every teacher and parents should be concerned. Loss of Unions and Loss of our tenure, loss of programs and non mandated programs. Sorry day for education.
