Hamburg Central School Administrators can not find the time to do their job

According to the Buffalo News, the Hamburg Central School District lost almost $500,000 in state aid as result of the Teachers and the Administrations failure to reach an APPR agreement by mid-January 2013.  As reported by Concerned Hamburger, during the APPR negotiations in January 2013, a school administrator made threats to teachers which caused the APPR negotiations to stall, and as result the mid-January dead passed.

Eventually, the teachers and the administration came to an APPR agreement, and it was approved by NYS Education Department sometime in early May. The district anticipated receiving the increase in school aid as a result of an approved APPR agreement.

And so it seemed, all's well that ends well. 
 Well, not really.  

The Hamburg School District recently revealed that sometime in May it was noticed that the increase in NYS School Aid was not coming to the district- the money failed to arrive in the district's checking account.  The district kept the information on the lowdown so not to disrupt the school budget vote and the district did not want to negatively impact the chances of Joan Calkins being re-elected to the Board of Education. So, the cut in aid was strategically swept under the carpet, only to be revealed after Joan's defeat at the polls.  Shortly thereafter, Steve Achramovitch resigned.   So, now the District is left in search of almost $500,000.
But that is NOT the end of the story.

The APPR was approved by New York State Education Department in early May, almost two months before the end of the school year.  The APPR deal that was approved by NYSED required that all teaching staff be observed and evaluated per the APPR agreement by the end of the school year 2013.  The building administrators and the approved district evaluators had approximately two months to comply with the APPR agreement.  But, the administrators FAILED to comply with the APPR agreement, and now the district faces a loss of state aid in excess of $600,000.  The 10 principals and vice principals in the district are now cause for the potential loss over over $1,000,000 in State Aid.

There seems to be a severe shortage in Hamburg Schools of any meaningful leadership. The school administrators are some of the very highest paid school administrators in New York State, yet they fail to get their job done and as result aid to the schools is in jeopardy.  As has been reported by Concerned Hamburger, the Hamburg High School Principal is one of the highest paid school principals in New York State making in excess of $150,000 in salary and benefits.

It is time, Hamburg Central Schools to make your Administration accountable, or more likely it is time to clean house.

IS MATT DILS STILL TAKING DISTRICT MONEY TO DEFEND HIMSELF IN A LAWSUIT? MAYBE THE BOARD'S FiDUCIARY RESPONSIBILITY IS TO CUT THAT LOSER OFF. HE SERVED ON THE BOARD FOR YEARS AND THE SCHOOL DISTRICT WENT BROKE! MAYBE OUR NEW PARENT GROUP CAN ASK WHY THEIR TAX DOLLARS ARE BEING SPENT ON A MAN WHO LIES, AND MAYBE THEY SHOULD ASK JOAN CALKINS ABOUT HER LIES- LIKE WHERE IS THE 460K JOAN? Video postings of the meetings is a great thing. It was suggested about ten years ago, but was forgotten because no one showed up to the meetings back then. I always wanted the board to use BOARDDOCS. This would require all meetings to be paperless and in seconds have the agenda, presentations, etc sent to whoever wanted access (there is a public and private set of docs created).
In my own opinion, I do not trust the three new members, nor do I trust two others. I see many personal agendas being created and acted on. I will join the page and see what direction it takes. Hopefully the page truly is an independent view/posting of factual information." GEE MATT SO MUCH INFO, WHY DIDNT YOU RUN AGAIN? Thank you for the information. We now know why the Supt. abruptly resigned and the new school board put the supt on paid administrative leave. Why did they not reveal the truth before the budget vote?

The school board was left in the dark we are told same as in 2008. Basically same deal . Supt & Dr. Calkins left this district in poor shape.

I was recently told about this blog. I looked at it out of curiosity. I can't believe the language and attitudes. The schools talk about improving bullying. The people making comments are using language that is typical of a bully. Is there no respect for anyone? Just because you don't agree with someone doesn't mean you should be down right nasty. Please - get some values and improve you attitudes.
I see a generation of people blogging who have watched movies, TV, etc. & learned horrible behavior. Do you ever think about how you sound to others? If adults are behaving like this, how do you expect teachers to try to teach kids who obviously are learning from their parents and friends that all that matters is me!!! From - Concerned

The APPR agreement reached between the District and HTA was specifically for the school year 2013-2014 and forwards. There would have been absolutely no way to complete the required amount of work for APPR between May and June. There is doubt as to whether the work can be done in an entire school YEAR, much less one month. It requires principals to observe every teacher three times, and meet with each one four times about the observations. By the time a principal finishes all that, there will be no time left for anything else.

August 12 8:33am - not sure where you are getting your info from. The APPR agreement calls for one formal observation and one unscheduled walk-through observation - not three as you stated.

My apologies, you're correct. I had the old one stuck in my head. However, even two observations plus the requisite meetings is a lot for a principal with a huge staff to manage in one school year. It's annoying for the teacher, to be sure-- but to say that the principals could have completed APPR from May to June this past year is just insane...I think this blog could do a lot more good with a bit more journalistic integrity and research and a bit less of the name calling.

Jim Martinez was great at HHS. He was moved in the middle of the year because the CRAZY?INSANE guidance counselor who runs the character club, and should be no where near kids cried to Mark Crawford because a kid in HHS was CAUGHT with Drugs by Martinez and the Lord Above knows there are NO drugs in HHS. Really is that crazy counselor who needs to go ASAP. We heard that she called all the kids who sell drugs in school when the drug dogs came in to give them a tip of her hat. Crawford wanted Martinez out of the high school because Crawford didnt want anyone in the village to know about the drug problem. Ask the teacher who was transferred over the Saint Peter and Paul- she knew all about the drugs and ended up getting kicked out of the HHS. Yep- Hamburg Guidance is the biggest farce known around town- the kids know nothing will happen to them if they see a counselor and make up LIES- there is a big one hiding that will be revealed. The counselors better start revealing the drug problem there are new cameras and new sheriffs in Town. Gallagher should go too- talk about a useless principal. HHS has drug runners selling drugs in school. Call Gallagher out-and ask Martinez.

I have personally witnessed this school district BREAK 2 children in my life. One being my own. I am absolutely NOT sending my kids back. I completely readjusted my life as a single parent to home school my kids until we relocate to a better school, so I dont have to see my sons panic every morning, or the painful self doubt of a gifted child, endure weeks and weeks of testing thats irrelevent in their real education, and remove them from the crap education they are getting that believe me will only get worse when a whole lot more comes to light very soon. I have to remove my other child who enjoys his friends at school and finally got the teacher he has been praying for to have, is exceeding his grade level, but unchallenged and with no programs for accelerated learning.
NYS is equally to blame too- when you take away that much funding- your asses should be here to see WHY you held back resources for our kids and help them FIX IT by holding the failures accountable legally as individuals and KICKING THEM TO THE CURB.
But then again their corrupt deals with new state test curators puts them on the same level.
I encourage every parent with a child that is struggling even a tiny little bit, and every child receiving additional services (pulled out of class for extra help in a subject) to read the NO CHILD LEFT BEHIND act. If everyone read that- which I JUST started from my own situation, holy hell will break loose and its about time.

And to the ones who think the attitudes here are bad- we need a lot more than bad attitudes. What's on this blog thread alone is enough to justify an uproar, but what is going on behind closed doors is a crime against children and they are hurting our kids in ways so harmful they gag order everyone so it doesn't get out.
Well it will be coming to light, and what's scary is that it will take even more away from our kids, and they've taken enough.
And as you said- the schools TALK about improving bullying....to themselves MAYBE. They do NOTHING and have ZERO bullying policies in place, nor do the kids know where to go when it happens. They allow it right in front of their faces in the classroom, and have looked my son in the face after being slammed against the locker for no reason, and then turned the other way.
How many of us were told about the movie BULLY playing at the high school in June, At NIGHT, when it should be during the day and mandatory for every student to watch in ALL schools?
I found their one sentence promotion of the movie playing on Thurs night when I went on their site to find their anti-bullying policies. My son knew nothing about it.

8:58 am- your pain is felt. The district is a big mess and now jetter and Martinez are harassing people. Jetter is a joke, and we need parents like you to step up. How about the drugs at HHS? And the guidance department that's hides it. Kids are caught with pills, pot and whatever else- booze in their pop bottles and Gallagher does NOTHING,,,, a big mess- and you child is better off at home.
