Are You Smarter Than A 3rd Grader?

Recently, New York State Education Department published the results of the 2014 Math and English Language Arts exams.  Concerned Hamburger reviewed the data as it was presented by the Buffalo News (click here: 2014 Math and English Exam Results).

The test results of the Hamburg School District should shock the conscience of every mother, father, teacher and taxpayer.   While some schools like Charlotte Avenue scored about 70% in Grade 3 Math, other schools like Boston Valley scored around 40% in 3rd Grade Math.  Boston Valley's 3rd Grade English scores were below 40%.

The Hamburg Middle School results are equally appalling.   In 8th grade English,  Hamburg has about a 40% proficiency and in Math it is closer to 30%.  The numbers speak for themselves.  Some might say, these results mean nothing because it is the nasty doing of Pearson testing in an effort to undermine public schools, others might say the kids are too young to be tested and still others may just "blame it on the rain".

In most regards, the flaw-finders of NYS testing do not need to go too far to find support in their  arguments.  In some cases, the arguments against testing are undeniably strong.  However, until NYS gives up the testing culture, the stakeholders need to take responsibility.  Perhaps if the Hamburg School District made an effort to put money in the classrooms and not in the pockets of overpriced administrators and zany bow-tie clad attorneys, the testing results would be different.

In the case of Hamburg, the 2014 test results were predictable.  From the weekly onslaught of drama that occurred in Hamburg during the 2013-14 school year, it is no wonder that the kids have suffered.  Each week, a new spectacle unfolded in Hamburg with a handful of parents lead by local attorney Daniel Chiacchia, Esq. leading the charge to disrupt the school board, and the functioning of schools.  This dirty dozen of so called, "concerned parents" pushed hard to anoint the disgraceful Richard Jetter as Superintendent of Schools, a job he screwed up in just two short months.  On May 5, 2014, Doctor Jetter was out drinking heavily, during the school day, with Hamburg Middle School Principal Jennifer Giallella.  Perhaps, Ms. Giallella should have been running her building that day.

To further turn the Hamburg "carnival into a circus show", the Hamburg School Board tossed Boston Valley Principal James Martinez a stipend of $2,500 to act as district safety officer.  Mr. Martinez disrupted each and every school board meeting by casting aspersions at board members, and community members.  Mr. Martinez took his job to a delusional level in making the claim he would arrest Hamburg School Board members with his NYS Administrators license.  The man has exhibited very strange conduct.  One does wonder about the Boston Valley School break-ins last October.  Additionally, it was reported to Concerned Hamburger by several people, that on the last day of school in June at Boston Valley, Mr. Martinez told the teachers to hold the children in doors, thus canceling field day activities, because "there were Russians in the woods".  (We trust Safety Officer Martinez notified US Department of Homeland Security to sweep the woods in search of Russians and other aliens who may be in the Town of Boston)

Once upon a time, not too long ago, Charlotte Avenue Elementary School enjoyed "Blue Ribbon" status and now it is struggling to maintain a 70% passing rate for 3rd graders.  Where were the dirty dozen parents group when Charlotte Avenue sank in the rankings from a top 10 school to a middle 30s school?  That would seem to be a very large concern for moms, dads and school boards.

Hamburg is not the school system it once was, and the numbers reveal that reality.  Hamburg has become tolerant of staff, superintendents  and community members who lie, connive and exhibit unstable and irrational conduct.

With any hope the Hamburg School Board will wake up and realize how incredibly foolish they are.  The Forcucci hearings, the 306 appeal of Mr. Daniel Chiacchia, Esq, the petitions passed by staff members during the school day to remove Stephenson and Balaya, the community "hate-meetings", the alcohol guzzling school administrators,  fake pep rallies, high taxes and low results are on the shoulders of a school board run by a president with little if any back bone or integrity.

It is hoped that in the very near future, for the sake of the children and the teachers who try hard to do good things, that a person with honor will be seated at the head of the table, and she or he shall be called the Superintendent of Hamburg Central Schools.

commoncorefails .com Pearson testing is in the business of failing kids. There is a 30% failure rate built into the design of the test. In many states the child has to retake until passing. At the rate of $15 - $35 per test charged to districts all over the country (remember common core ='s one product + government sanctioned monopoly) -think of the ton of money generated by this. Lousy curriculum that will only qualify our kids for a two year college program when all is spent and done.

Perhaps it is time to merge the Hamburg and Frontier school districts. Get rid of a couple layers of administrators who are just sucking up money and benefits and not doing an adequate job. Devote the savings to teacher training and instructional services for the kids.

And the best result? We could get rid of the Hamburg School Board altogether! No more embarrassment of our fine community by those hacks.

Combine the Hamburg and Frontier districts and get rid of all the administrators we can do without. Save a ton of money and get rid of the excess personnel who suck money away from the kids.

Maybe if JimMartinez was not so busy getting our staff at BVS to go to meetings- school board meetings and the hate sessions we could have spent more time at faculty meetings. Every faculty meeting turned into a Martinez zoo, he has the teachers terrified of him. One of his cronies _"RB" who steps in for him when he is out of the building- has to go too. BVS does not exist for kids and teaching- its a prison sentence. HE is so nuts he claimed his secretary- the nicest lady going- was recording him. You have no idea how we have been terrorized. The Russians in the wood is nothing compared to the other stuff Martinez has done. In our opinion, he should be NO WHERE near children. He seems to be paranoid and incompetent. HE made us where our t shirt and go to meetings. If we didnt go he would come to our rooms and stare at us while we are teaching. He stares at people and takes their pictures. PLEASE HELP US AT BVS AND MOVE HIM TO THE MID NIGHT SHIFT CLEANING STAFF. SAVE BVS!!!!!

The last commenter who claims to be a "Teacher at BVS" is not one of us. Not one of us in the building would ever level a message against one of our own on this blog as that person did. "RB" speaks FOR us, and we need her to stay right where she is, thank you. BVS does not need saving. We've moved up in the Business First rankings from nearly 200 all the way to 40 in 5 years! Something is going right in our building, not the other way around. Activity Day definitely could have gone better...public speaking is not our fearless leader's strong suit...he will be digging out from that one for a long time with both parents and staff...but the "Russians in the woods" comment has been taken so far out of context, so many times, that I wonder about the level of desperation shown by the people who repeat it. Our principal has flaws (like every other human being), and one of them is overreacting in some situations.
Truly, I'm amazed that ANYONE still works as an administrator in Hamburg, given the toxic climate we operate in. I am terrified that we will never come out from under this cloud-- that too many people have been hurt in too many ways, and we are just going to keep flailing around in retaliation until the district implodes. I have some suggestions to fix this, but it will take incredible leadership on all sides of this conflict. What do you say, Hamburg? Are you up for it?

First things first: an immediate, unconditional cease-fire. This will probably require some sort of contract (a treaty?!) signed by each Board Member and Administrator. It will be largely a symbolic gesture (I can't imagine such a thing would be legal), but a public statement re-dedicating all our efforts to the District, signed by everyone involved, can start us moving in the right direction and give us a framework to hold each other accountable GOING FORWARD.

We would agree to suspend ALL civil litigation. We would agree to call off ALL private investigators. We would agree to stop secretly recording every personal conversation we have. We would agree to stop trying to punish people for past hurts (even the ones that really hurt, even the ones that we really think need punishing). We would agree to stop trying to reinstate people who have been terminated (even if we think those terminations were unjust). We would agree to drop it ALL and move forward.

I am not suggesting that we are no longer allowed our Constitutional rights to free speech or a peaceful redress of grievances; no , I am saying that from this moment forward, we CHOOSE to abandon all of this trying to "win", trying to "punish", trying to "get even", trying to remove people from their positions...

We should also stop allowing people to say things that are rumor and innuendo as if they were fact.

All criminal action does need to keep going-- everything that the authorities feel is worthy of prosecution should absolutely be prosecuted. We will live by the law, but we will stop trying to use the law (especially the civil courts) as a cudgel to take down our 'enemies'.

What HAS been proven by the experiences of the last few years is that none of the remedies anyone has sought thus far is working. A new Board Majority? Didn't help. Achramovich leaving? Didn't help. A vocal parent group? Didn't help. A petition to the State Ed Commissioner? Didn't help. Proceedings to remove a Board Member? Didn't help. Another new Board Majority? Didn't help. All the civil litigation? Didn't help. This blog? Didn't help. All the names dragged through the mud (on all sides!)? Didn't help.

No matter who eventually "wins" in these conflicts (some decades from now, after all appeals are exhausted), everyone loses.

Trust has been eroded so far, from all sides...we need to make a NEW commitment to each other and the children we serve (even if we feel like we have already been doing this, even if we feel we shouldn't have to. We have to.). We need to hold each other accountable to that commitment through common decency, individual action, and deciding to personally set an example every day in words and deeds...NOT in the courts.

We are Hamburg. We are good, decent, strong people. We will raise our children with values and give them a first-rate education. And we will do it with or without the sideshow. What I am trying to say is...no matter the result of ANY of the legal actions that have been taken, EVERYONE WILL LOSE. One side or the other may win, it may remain unclear, most likely we'll all run out of money before it's done and nothing will be resolved. But it doesn't matter if the 'right' or the 'wrong' people win the day...all of us are LOSING, RIGHT NOW.

No one needs to resign, except those who have been convicted of crimes... and those who cannot commit to this new standard of decency. It is the difference between saying you're "doing it for the kids" and actually DOING it.

9:16- Wow, you have been thinking. Who is RB? And how do you know that every staff member in BVS agrees with you and that none of them write on this blog. I know a few ( I am in a different bldg) and they told me they do so. What civil action are you talking about? Do tell. It seems to most that you have good ideas, but you are about 12 months too late. Where were you, with your voice of reason, when good folks were attacked by parents and other members of YOUR Staff at BVS. How about the lies that were told, on many, many, many levels. It seems like your ideas are really good, just really late. And, if Jetter didn't turn out to be the phony that he is, would you still offer the same? My guess is NOT. Now on to Martinez. He was in my building for awhile too, and you are obviously blinded by the man. Don't you think it is odd that he left HHS, UPES and now in a 3 year full tenure track. Most administrators got tenure- like Jordan and Sporyz only after a day on the job. If Martinez was so wonderful, he would have been tenured. In terms of the people in your building, we hear that there are lots of "bullys" out there in Boston, maybe you are one yourself. Also, how did the Russian Comment get out of control. I for one heard it from someone there, and it is exactly as reported here. Nice try, but a call for civility from people who have been at the root of this problem when the tide turns against them is the making of cowardice. James Martinez has NO business near kids. Tidy up your purple tshirt, Martinez will be calling on his concubines to save him, but the mess he has made has certainly carved himself a spot in the unemployment line. Take no offense, but you seem silly in light of the "Jetter Year". And, civil litigation is there for a reason. If there is civil litigation it is likely for good reason. Your call it off comments is a typical "Hamburg- sweep it under the rug" approach. You are dead wrong. The courts are there for a reason, especially when you have people like Martinez and Jetter running the show. How would you feel if you were damaged in some way and someone told you to back down. Bet that never happened to you did it? Try some empathy for circumstances you seem to know little about. And, I like this blog and I am glad its here....where else would we find out what happens in the district? Lets face it, we all read it, and love it. Thanks and see you in a few weeks, sigh! Hamburg should end the frivolous lawsuits and put the money towards materials and training to help the student progress more successfully toward the attainment of the more rigorous Common Core Standards. Little to nothing has been done to purchase new materials for students and staff. Little to no training has been provided for teachers or parents on how to support student success with the new curriculums. Little to nothing has been done to try to bring home and school together in helping students to meet the standards.
If you want better test scores, vote in people who won't waste our money on berating adults- vote in people who actually want to help students succeed.

What are all of these civil cases, and frivolous lawsuits. I see nothing regarding Hamburg. This is the jargon of a very peculiar rumor propagated by some very strange people who organized and ran the 5 community hate sessions. One wacko teacher from Armor actually stood up and said former students were being sued. Personally, I went to Erie County Hall and searched and searched and searched some more, and the wacko teacher that said this from Armor was made to look like the idiot we know she is. Maybe she would stick to teaching the 5th grade tots over at Armor instead of lying to over 200 people. I was there, I didn't believe it, so I checked it out. A flat out liar, with some hate to add to the October meeting at the fair, with the real Jim Martinez in color. Really, when is anyone ever gonna give specifics----index number, plaintiffs, cause of action. Nope, silence again on this blog because people suck up the crazy rumor as fact and drag some pretty decent people down in their collective Hate. I sure do hope that those who have been damaged sue the shit out of Hamburg, and the hate organizers, the Board and Dickie boy Jetter. They all deserve it, and we will have to go back to using chalk because NO ONE in this community did a gosh darn thing when the lies were being told. And as for the HTA, I say Takas and Mrozek are either stoned all the time or simply stupid. But more likely, probably both. Hell sue the union-the shit hasn't even started yet. How many staff members lied for Richard Jetter &james Martinez and received stipends or jobs? Many I assure you. All will be sorted out, everyone knows who they are
Did they make false statements because they were afraid for their jobs, wanted a raise, needed a job? Makes no difference they lied to benefit themselves. No more Richard Jetter to help them. James Martinez is lose cannon. Is mr. Martinez referencing the adopted Russian children who live near our bvs? For the safety of everyone James should be evaluated. There is nothing taken out of context "there may be Russian snipers in the woods". Our end of school year was a disaster with our Principal.

It's true, I can't name any specific cases. I had thought that there were suits and countersuits-- defamation, wrongful termination, hostile work environment, continuous barrages of FOIL requests? No? Then I stand corrected.
The problem with the District "making amends" to the people who have been hurt is that it's almost impossible to tell who needs to make amends to whom at this point. Either way, the tactics that many have been using to try and get their message heard, their point made, their wrongs righted...whatever the case may be...
MY point is that none of it is helping the District. I can't see any other way where we actually can put all this behind us and start to heal unless we all CHOOSE to move on. Of course anyone is entitled to use the civil courts to get whatever redress they want for themselves. I'm trying to say that those people might get personal satisfaction, but there will be NO upside for the district, us as a staff, or, most importantly, the kids as a result. No matter which side feels like they have "won" at the end of the day, we are all losing something for each minute it continues.

12:40, I hope a transformational leader DOES magically appear for us. A lot of people thought we had that before, though...and I doubt anyone will trust someone in that position anytime soon. So it's up to all of us now, isn't it ?

And, 12:40, anything that anyone does at this point would be "too late", wouldn't it? I don't want to sweep anything under the rug. I just want EVERYONE to stop. All sides. So much hate has been thrown by everyone, in every direction...deserved or not...and none of it is helping the District.

So if we're going to heal, if we're going to get better, if Hamburg is going to be a place where we AREN'T ashamed to work anymore (1:54), then it ALL has to stop. A real, honest-to-goodness cease-fire.

I'm happy to debate this. I don't know if it's possible to convince you to take this path with me. I don't know if it's possible for us to ever heal from these incredible divisions. The comments that have come up in the 6 hours since I posted mine don't seem to show any interest in making things better, though. Debate is all well and good...but that's part of my point: it's not good enough to be "right" anymore-- it is certainly too late for that. Everyone is wrong. Everyone has been hurt in one way or another. A few more than the rest. "Making amends" to all of those people is not going to make us whole, it's going to make us broke-- financially and in soul. There will be nothing left.

So we can choose the status quo-- keep on this path until everyone feels they are satisfied, all punishments doled out, all revenge taken, all the people who are "right" endorsed by the proper authorities...

...or we can CHOOSE to take a different path right now. Even if my ideas are too late, better right now than never.

You seem trouble- but not troubled enough until some one mentions- RB. That's Robin Bartoo. My guess is her role in this is being examined. Wasn't she hta member of the year- dirty hands no doubt. We know that the real investigators are looking at bvs- and that criminal charges may be coming for Martinez and his cronies. Good luck with your olive branch- it will no doubt be used to expose the fear that the chiacchia drive haters must be terrified of. Good luck with your approach- you are months and years too late. But don't worry- those who will be in prison might like a cheerful visit.

The fact that the district officials that used horrendous lies against individuals no longer work for the district, is not a reason to "drop it" and "let's just move on". Governing bodies make amends for their horrible actions because it is their responsibility to do it. The United States of America has made amends, hundreds of years after the fact, for it's horrible actions against both Native Americans and African Americans. Our horrible actions do not just become "ok" with the passage of time. Actually the longer it takes, the worse you look. The problem is, it takes decent people to do decent things. And as you pointed out, there are so few of them.

Really?. Seems to me there's a staff that goes above and beyond for their students.

And as far as the Russian comment, I agree, it has been distorted and taken out of context. When questioned by a staff member as to what were the safety concerns for going outside on activity day, he questioned back, "What would you do if there were Russian snipers in the woods?" The fact remains that he made this reference. This is only one of many that he has used to instill fear and intimidation upon the staff. He has also tried divide and conquer tactics on staff members to pit them against each other. He has also questioned staff members individually, to try to "get to the bottom of" or "get the dirt on" a particular situation, parent, student or staff member. Several of the staff that he has questioned were smart enough to say they felt uncomfortable talking - they have since been moved to other buildings.

Now, I am no psychologist or the like, but this shows me the level of paranoia this person has and how much he focuses or causes the drama that he claims to despise so much. I will not speak to him without another person in the room as witness and I recommend the same to all.

I wouldn't say BVS needs to be saved - we have a dedicated staff. But we certainly do need help getting a better principal to lead us, especially since our complaints to Jetter have fallen on deaf ears and we now understand why.

September will be another hamburg embarassment. Let's see if the white trash hta president who also is a drunk- in our opinion doesn't end up in a lawsuit. Yoviene is the pawn of a parents group hellbent on embarrassing the Hamburg community with their totally bizarre obsession with interpersonal nonsense among board members. Would that the parents salivating over this ridiculous prosecution of Forcucci for rudeness despite the tens or hundreds of thousands of dollars it wastes possibly turn their sights toward the students. You know--those kids that are jammed into overcrowded classrooms?

Hey, Mr. Yoviene and your partisans, how is a couple hundred thousand best spent? On teacher training to get those dismal CC scores up or on attorney's fees and legal proceedings because you can't handle someone who was rude to you?

Mr. Yoviene and those parent "leaders" who are so focused on personal bullshit that the rest of the community is so tired of, tell us how many elementary school teachers could have been retained/hired with all the money you're wasting on these ridiculous Forcucci hearings.

We need the best folks from the Hamburg community to run this school district, but it appears that anyone who can fix this mess wants nothing to do with the utter nonsense that's gone on far too long. That's a crying shame.

How does the hamburg community feel about Christine whipple. She owned a strip club on route 5 til is was shut down for drugs and prostitution. Later the pillar of the PTA and hunt real estate agent Christine whipple opened the same strip club on route 5 with her moms name on the nys liquor licnese. So this woman who owns a strip club, which employees girls there first year out of HHS is part of the problem. In addition to being sleazy- in my opinion. She has FOILed hcsd more than any one. Really- are there so few parents willing to get involved that a woman who exploits the bodies of young girls is ok? She should bury her sleazy head in the sand. How's that? To Stop the Nonsense. That is the most wonderful post I've seen on this blog. You are absolutely right.
Nothing will right the wrongs. You can't go back into the past. But we can stop making the same stupid mistakes. Healing from all this will require real leadership on all sides, but more than that, it will take all of us. We must stop being afraid to stand up for each other and confront wrongs when they occur. Maybe if we had instead of being more worried about how it would affect us, none of this would have happened. We also must stop hiring so-called leaders, hand over the keys and say "you drive" while we take a nap. We must never let down our vigilance. Never blindly trust the boe or superintendent or principals to always do the right thing in every circumstance. Nobody can be that perfect. It's up to all of us to see and know what is going on all the time. The boe must never stop watching every penny. They must always ask the superintendent to explain his/her plan, expense, etc. ALL the TIME. That's their job. Stop the nonsense's plan is good. But it truly will take all of us doing our part. Even if that means acknowledging past wrongs publicly. While the district may never do so, we as individuals can.

hamburg gets slap again for wasting taxpayers dollars and not being transparent. The district knew in June they had a bad audit and they lost the plans for the capital project. What happens then, barb sporyz the business officer gets a huge raise and tenure. Nice job jetter and yoviene. The only board member who has been right every time is forcucci. Guess the other fools are the board got egg on their face. Yoviene can't stand a smart woman- he is like a child. Yoviene should be brought up on misconduct. Now the district is saddled with sporyz- who screwed up the capital project wasted our money and is figuring it out as she goes. Fire all these bums!!!

Fire the bums? You can't. They are all tenured. It costs a district more than $200,000 in legal fees to pursue a 3020a action against a tenured teacher or administrator. That's the "due Process" that tenure guarantees them. School districts almost never go through with it because it almost never works. It costs them a lot of money and they are still stuck with the employee and paying his/her salary. Salamanca had a principal on paid administrative leave for 4 years, while the hearings continued. In the end, the hearing officer ruled that he shouldn't be fired and the district had to let him back as principal! Boards will fire an untenured person based on innuendo and rumors, but tenured can commit crimes and it's near impossible to get rid of them. Usually, the lawyers get together and agree on a huge, but undisclosed settlement, and nobody admits any wrongdoing, thus another district unwittingly hires them. And the money goes round and round. You are stuck with everyone who is tenured, so give up trying to get rid of them and find a better "position" for them. Like made up titles such as safety officer or Dean of ancillary services. The money will never go to the children if it must go through a law firm first.

Of course martinez was spending 70% of his time as safety officer. He was super busy. And the fool doesnt even know that everyones knows too. He was a fool the day he came to Hamburg and every day since. Good Riddance.... Here is hoping.

Re the Forcucci hearings:
The problem was never Forcucci, except that it was because her digging was going to eventually cause serious problems for a lot of people. Chacha, Jetter and Yovienne knew this and thus, along with paid off allies, launched their pernicious attacks. Neither Jetter nor Yovienne possess much in the way of brain power and common sense. If I were BOE president I would have had no problem working with Forcucci. Neither Jetter nor Yovienne know how to deal with a woman that has drive and intelligence because, for starters, they are stupid in comparison, they are male chauvinists who think woman are beneath them and they feared exposure of things best kept hidden from the public eye. I listened carefully to Yovienne during the "let's dump Catherine " hearings and felt real embarrassment for this man who got twisted up like a pretzel by Margaret Murphy. Jetter, on the other hand, struck me as a study in pathos. God, the idiots that hired him are truly poor little lambs who have lost their way and possess no ability whatsoever when it comes to critical analysis. As for the suckers who attended Chacha's hate sessions and couldn't see through his shenanigans, I doubt that any operate on more than half a brain cell

that would be an interesting use of the required badges, but it would mean that the doors would have to be locked first. Which is not the case in many buildings.
Anyone can waltz in.
Especially if they knock on the door during a passing period- the students will let anyone in.

Of course we all know it was Beth Ann Walters writing those comments. She thinks all can be forgotten. yeah right, she has been causing problems in Hamburg for YEARS- and seems like she raises her kids that way. Of course, she, like everyone has a skeletons in her closet, perhaps after all the nasty things she has done to others this blog should drag her stuff out on her, like she likes to do to other people. I worked with this person for years, and she is not a good egg.
